Ok I just solved the stuttering, sluggish response, lag once and for all Before the game was completely unplayable for me, but downloading the extra asset files helped so much, and made it playable but I still had stuttering just not as often (I tried using cabled Gigabit Lan vs WiFi 6E, but it didn't matter, same stuttering occurred )

Fix that worked for me better than any of these suggestions was to disable cloud saving on steam (steam-> settings -> cloud, then disable 'enable steam cloud') I don't why this was causing so many issues however when I saw someone suggest it I knew right away this was the 'lag after quicksave' issue I was having
