I filed I-130 by mail in Feb 2020 with about a dozen supporting documents and also only saw one tif file for one of the documents on my MyUSCIS website The petition got approved without RFE in May this year I am assuming USCIS does scan all documents but either because of a glitch or some arbitrary procedure not all the scanned documents show up in the MyUSCIS website
