1949年2月，大连市政府决定改称劳动公园，并于3月29日组织2 5万名职工义务劳动，修建文化池、莲花池，将日伪“忠灵塔”改建为“五一塔”。 为纪念这次活动，在文化池旁立“劳动创造世界”纪念碑。 5月1日，正式改名劳动公园。 1975年7月，拆除“五一塔”。 1983年10月1日，“五一塔”旧址建圆明阁。 1995年拆除圆明阁，建红白足球形“建筑艺术馆”，球体直径19 6米，高21米。 市徽标志“大铜人”（苏军烈士像）搬迁后，大足球成为足球城的新市徽标志。 日俄战争后期，日本满洲军总司令大山岩于1905年11月在回国途中来此游览。 1914年3月，陈其美将军在此创建辽东机关部，举义军反对袁世凯。 1927年，段祺瑞、黄炎培等民国名流在此闲赋。 1930年代，郑孝胥来此观“忠灵塔”。
