Is it just the boat and surrounding NPC’s that are missing, Rholen, or are other NPCs around Stormwind missing as well? The portal is likely not going to be available until you complete the quest “To Valdrakken” You do need to do the intro quest in order to unlock the portal

Now, when I fly to the harbour, I can see the boat to the Dragon Isles, but as soon as I get close, it vanishes If I wait on the edge of the pier, no boat ever appears going anywhere (45 minutes at last count)

When go to the docks to take the boat back to the dragon isles, the boat disappears and all the crew falls in the water When I wait at the docks the ship doesn’t show up, but if I fly away I can see the boat come in

I ported back to stormwind and now I can’t get back to dragon isles When I approach the harbor I can see the ship there but whenever I get close the harbor changes to some version where there are lot of ships but the Rugged Dragonscale disappears and never comes back
