I fixed it Turns out all the DOD certificates had been somehow invalidated, and were corrupting how my reader was signing my CAC certificates, but the certificate installer client was reporting everything as fine I had to delete all DoD certs and personal certs, completely re-install the InstallRoot package, and (???) re-install the drivers to my CAC reader before it would work A possible

Go to Start -> Run -> Type "MMC" File -> "Add Remove Snap-In" and double-click "Certificates" Click Finish, then OK Drop down "Certificates" and then expand "Trusted Root Certification Authority" and click on "Certificates" Do you see a DoD Root CA 2 cert? Click on "Immediate certification Authority" and click Certificates You should see like 3 or 4 DoD ones there too Are they all present?
