Late answer, but for those wondering how to do it, just 1: place 3ds file in 3ds folder on the sd card of the 3ds 2: restart 3ds device while holding start and power button, this will open godmode, locate file and press r+a (The 3ds will have to be homebrewed) 3: proceed to "build cia from file" 4: The cia will transfer to the gm9 out folder where you will install it using fbi by pressing

Are you talking about 3DS emulation with citra? If it is I've never been able to play cia files only decrypted files I don't remember the exact " filename" but search for decrypted roms for 3DS

cia is a bit of a complicated matter, it is the format used for the 3DS system apps during development and used by Custom Firmware users as the container for installing stuff to their 3DS (such as pirate games, homebrews, etc) as evidenced by a development tool called DevMenu that installs this format as an app on the Home Menu to whatever 3DS
